As many publishers seem to be unaware of PayPal policies I’d like to remind you that 2 Tier Programs violate PayPal’s policy and any user that does not edit his/her commission plan for 1 Tier only may be in jeopardy of account termination with PayPal.

Should you still want to offer 2 Tier schemes, I recommend:

- GreenZap (offers $25 just for signing up)
- SafePay
- Moneybookers

PS Oh, and don’t give credits to horror stories about PayPal, such as I’ve-been-banned-by-PayPal-I-lost-everything-signup-here-before-it’s
-too-late-for-you-too. Most of them are not true.

That’s just a trick to make you sign up and get refferrals commissions on your sales.
